Here's why Black Christmas (1974) Billy is the best:
-He gets away with it and even is implied to have killed the main protagonist
-Has never appeared in a shitty movie (Not true of all those characters)
-I'll bet every one of you remembers his crazed rants and his eye.
-Can, potentially, move on his own.

I'll say Billy from SNDN. Not a fan of Black Christmas, but BC had more of a creepy Billy.
