It was Fake Razor Ramon the Real Razor Ramon never actually competed in the Royal Rumble match itself ever Royal Rumble PPV he was on he was in a singles match always for a title (world or IC)

Close it was actually Antonio Inoki, Monsoon merely had an angle with Ali before he flew out to Japan to fight Inoki.

Royal Rumble 1996 (oddly enough i was just reading about Vader's WWE/F debut in Bret's book)

PS if you wish to be technical about WWE it was the Raw before Taboo Tuesday 2005 then again at Taboo Tuesday
